How can humanitarian funding deliver more resources to communities affected by crisis? This study analyzes 47 projects funded through the Myanmar Humanitarian Fund in 2023, representing $12.8 million in funding, to compare the cost efficiency of delivery through UN agencies, international NGOs, and local organizations.
The analysis finds that local intermediaries can deliver programming 16.4% more cost efficiently on average, compared with international delivery models. Local organizations were 19% more cost efficient than UN agencies and 14.9% more cost efficient than international NGOs, potentially unlocking critical resources for humanitarian and development needs.
The study also highlights the importance of designing localization around the priorities and risks faced by local organizations. International partners can continue to provide valuable support, including risk management, regulatory and banking assistance, access, and technical expertise. The report calls for greater transparency around costs and funding flows, more equitable partnerships, and increased opportunities for flexible funding and locally led approaches.
