Guide for Measuring Women’s Empowerment and Economic Outcomes of Women’s Groups

This guide provides a collection of field-tested survey instruments and questions for measuring women’s empowerment and economic outcomes in quantitative impact evaluations and mixed-methods studies of women’s groups. It begins by describing the theories of change for the most commonly implemented groups that focus on women’s empowerment and economic outcomes, including economic SHG programs and savings groups (SGs). It then describes approaches for measuring women’s empowerment and economic outcomes based on these theories of change. A section is also included on measuring group characteristics, functioning, and composition.
