The Agency and Effectiveness Compass (forthcoming) is a practical tool designed to help humanitarian and development actors measure and track progress in devolving decision-making to diverse local actors throughout the project cycle, while also assessing project effectiveness across key dimensions.
The Separation of Functions Framework (forthcoming), developed through collaborative engagement with local and international NGOs and UN agencies, helps identify:
Which actors hold different comparative advantages;
Which programmatic functions each group of actors could or should lead—both now and in the future; and
Which factors enable or hinder this transition.
